FCG Under Sticky Post

Hey Guys,
Been trawling the forum and net for a while now looking for a solution to my problem. My current site http://www.junglesyndicate.com is using FCG, and i am extremely impressed. It looks great.

However, I would like the sticky post on the main page (welcome message) to appear above FCG. I am using wordpress and have some/little knowledge of PHP. I am using the Weaver-2010 theme. Obviously putting the code under the part that calls the loop in index.php will cause FCG to appear at the bottom of the posts. Therefore I assume I need to insert the code into loop.php. Unfortunately with my little knowledge of PHP I have no idea where to put it.

Any advice on where the code should be placed? Or is there a potential hack/workaround? Below is a copy of my loop.php.
